Mission Statement

The mission of the Mayer Dallal and Ryan J, Garland Scholarship Program is to create scholarship opportunities for Riverside youth to pursue and complete a secondary program of studies. As conceived by its founders, the idea of developing a scholarship is based on the philosophy that residents and businesses located in any community have an obligation to make a positive return to their community. Those returns should contribute to the community’s growth and improvement, and thus to its success as a whole. It is their belief that an effective and important way to make that positive return is to invest in the education of our youth beyond high school; that an opportunity to pursue secondary studies increases job marketability, economic self-sufficiency, and workplace productivity as well as to encourage goal-setting and pride in accomplishment.

It was important to the founders that the scholarship opportunities be broad-based: that is, be made available to youth choosing many different paths. Because it offers career and technical programs in addition to those towards completion of a degree, Riverside Community College (RCC) was chosen as the secondary school for scholarship focus. A bonus is that RCC is located in the immediate community, making it more easily accessible to students, and thus more cost effective to attend. It is hoped that these advantages will attract many Riverside students to take advantage of this educational opportunity.

While the initiation of a program may be well-intentioned, its success rests not on good intentions but on competence in its implementation. The Dallal/Garland scholarship program will be implemented by veteran educators who reside in and have worked successfully as both teachers and administrators in the Riverside Unified School District as well as in other school Districts outside of Riverside and California. We have every confidence in their talents and abilities.

The Mayer Dallal and Ryan J. Garland Scholarship Fund is a tax-exempt entity, and as such, all contributions will be tax-deductible. Because the founders are committed to providing as many scholarship awards as possible, they have volunteered their time to organize the program, process, and activities. No money will be expended for administrative fees. Virtually 100% of contributions received will be used solely for scholarship awards.
